Bug#476493: bug-buddy doesn't report to debian BTS

Due to the good integration of gnome crashes with bug-buddy, it would be
nice if bug-buddy could report directly to debian BTS. For crashers that
look like a regression in packaging (as opposed to upstream), the user
could then easily send stack traces to debian directly.

Bonus points for somehow invoking the appropriate parts of reportbug's
data collection magic in the background when filing a debian bug.
