Bug#467203: gdm: Runs shutdown on tty7 but then switches to tty0

I'm not so sure this is intentional. I noticed that if I boot into Linux
2.6.22, the vt switch on shutdown does not occur! It only happens with
2.6.24 and 2.6.25.
