Such websites are probably lacking the code to make RSS feeds available
through the epiphany extension. It should look like:
        <link type="application/rss+xml" rel="alternate"
        href="http://foo.org/blah.rss" title="Blah">

Ah, this is another issue, application/rss+xml is not registered as a
safe MIME type. This will be fixed in the next upload.

The RSS icon will appear if there are proper <link> entries.
