Then, there is a bug in either the application or in GTK+. The Debian
version of GTK+ should always fall back to the "gnome" theme when
available.

The name is "gnome", but the problem is not here.

Are you sure you are not hitting a case of spurious icon cache creation
in /usr/share/icons/gnome/icon-theme.cache?
