 The Source's Priority was wrong; the overrides said optional, not
 extra.  I've fixed this in SVN.  I've merged your patch and:
 - set priority to extra
 - added misc:Depends and shlibs:Depends
 - set section to libdevel (as observed on gtk-dbg)
 - moved package to the end of control
