Bug#494371: gnome-settings-daemon: Daemon changes desktop background on invocation w/o ability to disable, outside GNOME environment.

On invoking the gnome-settings-daemon, which is required for certain
GNOME applications to run, the desktop background is changed.

This occurs whether or not a full GNOME session is being run or not.
The behavior is being observed in a WindowMaker session in which the
gnome-settings-daemon is invoked via an ~/.xsession script:

Invoking the gnome-control-panel, there is no apparent way to disable
this behavior of the gnome-settings-daemon.  I haven't explored gconf
yet.

Suggestions:

  - Global settings (desktop wallpaper, etc.) which aren't appropriate
    when a full GNOME environment isn't being run should be disabled by
    default.

  - It should be possible to specify _no_ wallpaper via
    gnome-control-panel.
