Bug#495945: gnome-power-manager: brightness applet crashes on login

On login the brightness applet crashes and is not loaded. This
occurs when using locale bg_BG.UTF-8 and is coused by a too small
buffer used to store the tooltip (only 100 chars), while the 
translated string for the error which occurs on login is longer
(applets/brightness/brightness-applet.c:355).
I tried to increase the buffer size but then no tooltip is displayed
at all. I finally decreased the size of the translation to fit in 100 
chars and the applet works fine. I suspect that other translations have
the same problem. I also updated some other Bulgarian translations in
the provided patch.
The same problem should occur in inhibit applet, but I didn't test it.
If someone can help to fix the size limit I'd like to restore the
original translation of the error string and provide updated patch.

I'm setting the severity to important because this bug renders the
applet unusable to me and everyone using Bulgarian locale (and possibly
others).
