This is only the panel using a place where it can be seen on all
screens. The same goes for applications that you maximize; the system
has no way to know whether you can actually see them if they are out of
the smallest of all connected screens.

This is completely expected (well, in the limits of what xrandr’s
weirdness allows). The lowest physical resolution is 1280x800.
