If you want gnome-autoconf.sh it’s in gnome-common.

Anyway you don’t need that to test one change from the SVN: just throw
the diff inside a debian/patches/something.patch to test for it.

Another helpful thing to do would be to try the test case Thomas
Viehmann sent:

<svg xmlns="http://www.w3.org/2000/svg">
        <rect

</svg>

If you can provide a full backtrace of rsvg-convert crashing while
converting this file, that should be enough to find where the bug lies.
