Widely used libraries are a bit specific indeed. The de facto standard
is to considered grave a bug that is grave for a package that depends on
it, and critical a bug that breaks a large number packages of the
system.
Your bug is in neither of these categories. It is, at best, an important
one since it does not affect the standard setup. (I’m raising the
severity, though, since the experimental libc makes it more prominent.)

A debian-installer developer tried to reproduce your problem, and by
selecting the French keyboard he obtained a fr_FR.UTF-8 locale. Other
developers doubted the validity of your claim.
If you really manage to reproduce it, please send the installer syslog
with DEBCONF_DEBUG=developer supplied at the installer boot: prompt.

It is not my problem either if you think a '@' and a '.' are the same
characters. When I mean 'fr_FR.UTF-8', I don’t mean any approximation of
this string.
