Bug#464481: epiphany-webkit ignores proxy settings

Epiphany-webkit doesn't seem to have proxy settings in its preferences,
so I assume it must use the global gnome settings.  In the gnome global
settings, I've set my proxy to "manual => machinename:8080", so all
traffic should go through "machinename"

However, if I snoop the network, it's very clear that epiphany is
directly contacting the hosts in question -- if I visit "slashdot.org",
for instance, visiting that page from epiphany-webkit results in about
10 connections to slashdot.org!

Using firefox, by contrast, results in only a single connection, which
is to "machinename:8080", no matter which websites I visit.
