Bug#465687: gconf-editor: Please support multiple user configuration sources

gconf-editor can help a system administrator manage mandatory and
default settings.  This implies support for editing alternate
configuration sources.  I'd like to use the same support to edit an
additional configuration source in my home directory, which I can use
for settings I synchronize across machines.  Thus, I'd like the
ability to set an alternate configuration source in gconf-editor, and
get options similar to the existing "Set as Default", "Set as
Mandatory", "New Defaults Window", and "New Mandatory Window" for my
alternate configuration source.
