 I think I disagree: I think apps shouldn't be aware of which vt you're
 on; IMO, the brightness should be saved on vt switch and changing the
 vt under vt foo should only affect vt foo.

 What's your xorg driver and version?  I think I'll reassign this to
 xorg or your display driver.
