Bug#468259: libxklavier12: different versions are not co-installable

Package: libxklavier12
Severity: serious
Justification: fails to install

Currently, libxklavier11 and libxklavier12 are not co-installable, as
both packages ship the file /usr/share/libxklavier/xfree86.xml.
This makes an upgrade from libxklavier11 to libxklavier12 fail.

Either, you add a Conflicts/Replaces: libxklavier11 to libxklavier12
(which I wouldn't recommend, because it make library transitions harder),
or you move xfree86.xml into a separate package libxklavier-data or
libxklavier-common.
If xfree86.xml is not closely coupled to a specific version of
libxklavier, and can safely be moved into a common package, I would
prefer this option over the conflicts/replaces.
