Bug#362917: gnome-panel: Empty top-panel

Hello,

after updating from etch to lenny last week, the top-panel of my gnome session
remains empty, until I change the settings of that panel. E.g. add or remove
panel-hide-arrows.
It seems, that then the configuration for the panel is read and the missing
icons, appletes etc appear.

This doesn't happen for the bottom-panel, which is okay.
My window manager is sawfish.
