I ran

 scrollkeeper-rebuilddb

and afterwards was still able to reproduce the problem.  It did print
the following messages, but I assume they're irrelevant:

 scrollkeeper-update: warning: /usr/share/omf/workspace-switcher/workspace-switcher-de.omf overrides /usr/share/omf/gnome-panel/workspace-switcher-de.omf
 scrollkeeper-update: warning: /usr/share/omf/window-list/window-list-de.omf overrides /usr/share/omf/gnome-panel/window-list-de.omf
