Bug#491718: gucharmap: needlessly depends on scrollkeeper

Please remove scrollkeeper from Depends and add it to Recommends or
Suggests. It seems that this dependency was added as a workaround for
#225151 and #225115 and it is not needed anymore because dh_scrollkeeper
now adds this code to postinst which is safe even without scrollkeeper-update:
