Bug#484367: gtk2-engines: Please add to package dev files

I'd like to compile gnome-themes-extras-2.22.0 for myself and for that I need
/usr/lib/pkgconfig/gtk-engines-2.pc file. It's created during compiling 
gtk2-engines ( debian/tmp/x11/usr/lib/pkgconfig/gtk-engines-2.pc) but is not 
included in binary package. Please consider adding it (or maybe create -dev 
package but IMHO this one file can go to gtk2-engines).
