Bug#487362: metacity should place "important" windows in the intersection between displays

Very wishy-washy, this one. I

 * booted with an external display in addition to the
   laptop's display
 * the external display has a larger size
 * later on, removed that display

I then attempted to change the X display size down to match
the remaining display (laptop LCD panel). Unfortunately the
gnome display switcher applet crashed. The crash dialogue
was positioned entirely off the remaining screen.

I managed to see it by using import -window root wtf.png
and then viewing that.
