Loic, please reconsider:

There are many languages with non-latin character, and each of them is used
by many people - but very few people need support for more than a few of them.

Therefore it is good practice to decouple language support from application
core packages and to leave it to the user whether or not to install support
for specific languages.

It is against the logic of the modular system Debian that users worldwide
are forced to install support for the Thai language. If other applications
did similarly, requiring other language packages, this would blow up the
system by a significant factor.

Forcing users to install support for specific languages means:
- a waste of disk space,
- a huge waste of bandwith in installing and updating the OS,
- increased vulnerability.

Best regards - Joachim
