Bug#470739: Detach Tab doesn't work

After upgraded to 2.22.0, the "Detach Tab" function in gnome-terminal
doesn't work any more: Instead of providing a new window for the
select tab, now it's just a new empty window created without input
area, and the original window has nothing changed.
