For debian likely yes. I came in from an Ubuntu background, so both of those are installed on the default system.

Hi,
Doesn't this mean that the libpt-1.10.10 dependency on the v4l plugins
needs to be changed?
It's currently set as "libpt-1.10.10-plugins-v4l |
libpt-1.10.10-plugins-v4l2", and the last time I made a new desktop
install, I had to install the v4l2 plugins manually to get my webcam
working.
