Bug#472781: gnome-panel: ambigous weather (i.e. temperature) information in intlclock

Dear GNOME maintainers,

the new combined world clock and weather applet shows me ambigous 
weather (i.e. temperature) information. As you can see in the attached 
screenshot, it reports +2°C in the panel area whereas it reports 
-1,9°C in the mose-over area.

As can be seen on the second screen shot, I have selected 
Europe/Germany/Nordrhein-Westfalen/Dortmund/Wickede as my location.
