Bug#473370: keyboard settings (repeat keys, time till repeating keys) are not set upon login

this is a regression to 2.20: 

when I login, keyboard settings like keyboard repetition rate are not
restored. however when I manually do 

$ xkbset r rate 200 15

they are and also when I start gnome-keyboard-properties (and slightly
		change the rate) the settings are activated.
