Bug#483395: [dasher] should not depend on libgnome-speech7, should recommend or suggest instead

Is there any reason for the package dasher to depend on libgnome-speech? 
As far as I know, dasher has no features that requires a text-to-speech 
library to work.
I think it should suggest libgnome-speech, but not to depend on.
