Bug#483546: balsa: new version released, includes important bugfixes

Severity: wishlist

Two new versions of balsa have been released in recent months,
the last one being 2.3.23 in march of 2008.
This new version includes quite a few useful new features, as well as
important bugfixes.
Would you consider to update the Debian package to the latest version?
