Looks like #472902 but it is supposedly fixed in gnome-settings-daemon
2.22.2.

Check if there is a nautilus process. If not, try starting one and tell
me whether this changes anything. (It’s supposed to work without
nautilus, but I’d like to be sure the problem lies where I think it
does.)
