Bug#506298: anjuta: Scintilla editor and SVN plugins not enabled/built

Current version of anjuta does not show the Scintilla editor and
the SVN plugins neither among user selectable plugins nor among
available ones; same non debian release allows to compile and
use such plugins (together with another plugin - Glade-3 - which
is unusable in Debina version since 2.0.x).
