OK, so I guess you are right on the cause of the problem. 

Now, considering that:
     1. the bug will only cause some docs to be unavailable, and will
        not make packages fail to install;
     2. scrollkeeper is deprecated and unmaintained usptream;
     3. using rarian-compat (which is the default) will not trigger the
        issue;
     4. fixing it would require quite some work *and* rebuilding
        hundreds of packages;
I think I’m going to ignore this bug unless someone proposes a miracle
solution.
