Could reportbug be used, instead?
The problem machine has the following :

LC_ADDRESS="pt_BR"
LC_TELEPHONE="pt_BR"
LC_MEASUREMENT="pt_BR"

LC_ALL=

Is there a safe way to automatically convert this file during upgrading
from Etch to Lenny?
Could iconv or recode be used safely in packaging scripts? What is the
correct approach for the upgrade?
