I can confirm that update-manager seems to be unusable. Here neither the
check button, nor the update button works correctly.

The check button does not download an updated package list and updating
fails too, even if there are packages which do need updating.

The only thing update-manager seems to do in both cases is building the
dependency tree and reading the state information, nothing more.
