Bug#499006: Acknowledgement (dialog when unable to download is in background not foreground)

Sorry, to be clearer, the message about being unable to download from one
or more repositories appears when you choose 'Check'. The ability to then
choose 'Install Updates' is never presented because it's greyed out.

The same would happen if there were already updates to install when Update
Manager was run and 'Install Updates' was then chosen.
