system-config-printer-applet should not continuosly annoy users that a
job has failed to print.  One notice is sufficient.  Continuous
notification popups serve no purpose other than to:
  A) distract the user from trying to figure out why the system 
       can't reach the print
  B) distract the user whilst they try and go about other things
       until such time that they can connect to said printer
  C) all of the above.
