I am also going to look into clearing out any GNOME cache directories
that might be causing this problem since both of these clean installs
have an old /home mounted from a separate partition.  Like OP said, a
clean install with an empty /home may not encounter this problem.

I will report back.  If you have any suggestions on what cache dir
g-c-c or g-a-p might use, please let me know.
