This usually happens when network-manager is enabled and your network
setup is wrong, leading it to think you are offline. The solution can
therefore be one of the following:
* find what’s wrong with your network setup and fix it;
* uninstall network-manager (since it doesn’t seem to handle your
setup);
* set the /apps/epiphany/general/managed_network GConf key to
false.
