The reason is that update-manager is is a native Ubuntu package. It  
needs fairly extensive patching to work on Debian. Many of the bugs  
experienced under Debian come from incomplete debianization. So  
nobody has had the time to work on recent upstream versions before  
the freeze: this is a somewhat signification effort.
