Bug#522247: gnome-system-tools: Functions greyed out

When running Networking or Users and Groups from the desktop, all
options are grey out including the unlock button. Running from the
command line, I see the following error: failed to load configuration
file: Cannot load PolicyKit policy file
at /etc/PolicyKit/PolicyKit.conf. Installing policykit-gnome and its
dependencies fixes the problem.
