Bug#524298: gnome-control-center: keyboard layout lost when USB keyboard inserted

I have three keyboard groups (three languages) configured with the
Gnome keyboard (gnome-keyboard-properties).

When I first log in with a USB keyboard plugged into my laptop, the
keyboard layouts work fine (that would seem to make this a different
bug to #470228, which has the layout failing at login).  The three
groups are accessible via the keyboard applet in the Gnome panel, and
I can also toggle between them using the Win key (configured via
Layout Options/Key(s) to change layout).

If I pull the USB keyboard out, the layout continues working fine on
the laptop keyboard, both the applet and the Win key still work.

When I reinsert the USB keyboard, then the applet breaks: only the
first keyboard group works, the others no longer appear in the panel
applet[*].  Likewise the Win button on the USB keyboard does nothing.  So
I can not access my alternate keyboards.  The only workaround is to
open gnome-keyboard-properties, add a fourth keyboard layout and
iummediately remove it.  After this both applet and USB Win key work
fine.

Curiously, while the layout is in broken the broken state (broken
applet and broken USB Win key), the Win key on the laptop
keyboard does in fact continue to work.

[*] At first there are three entries but the second two are corrupted,
listed as "??" and "??²" instead of "Rus" and "Gre". Then soon after
these entries no longer appear, leaving only the first layout "USA".
