Bug#524932: applet icon should focus any open update-manager window before trying to launch

When update-manager is running in a window, downloading files,
the icon in the tray is grey instead of orange.  It seems like 
clicking on the icon at that time should focus the existing
window instance of update-manager instead of launching a new
process, which then cannot make any updates because apt-get 
is locked by the running process.
