Looks like there is no keyboard configuration at all, so this is an X
issue. What was the configured layout in xorg.conf before the upgrade,
and what layout now appears in /etc/default/console-setup ?
As a workaround, you can configure the keyboard layout from the GNOME
keyboard configuration, but this is a per-user setting.
