Bug#538709: Blame it on hal

Further investigation shows that the problem is partially caused by hal:
hal continues to monitor the power button etc (i.e. the corresponding
input events),
but doesn't "tell" X about them. See hal commit

http://cgit.freedesktop.org/hal/commit/?id=337ca70b39ce9477a01b97e990ad731ca13ad664

(is already in hal 0.5.13)

But that's only half of the solution: with this patch X sees a key
event for XF86PowerButton,
but nobody is listening for it. At least, this allows me to bind an
action to this key
in "Keyboard Shortcuts" as a temporary workaround.

Cheers, Roderich
