Bug#542099: gdm: power management not configurable on login screen

gdm should interact with gnome-power-manager to allow different
power management policies to be configured for the login screen.
For example, I want my laptop to suspend when the lid is closed
and running on battery power, but I just want the screen to blank
when the lid is closed when running on AC.

Ideally, power management settings for the login screen should be 
configurable from the gdmsetup menu.  If not, maybe the settings of a 
user (e.g., root) could be used instead.

As a workaround, I wrote the attached patch to do what I want, and 
installed it as /etc/acpi/local/lid.sh.pre.  However, there should be a 
more elegant solution for users who don't have the expertise to dig 
through the maze of twisty little acpi scripts.
