Bug#542803: python-gobject-dev: please split API docs in its own package

It is quite annoying having to install the -dev package to just install
the API docs.  Moving them in a python-gobject-doc package, like what's
done for python-gtk2, would be much more consistent.  It would even allow
python-gtk2-doc to recommend or depend on it, since some areas in the gtk2
doc are pretty useless without the gobject ones.
