Bug#544299: Unreadable codes are shown when restarting or shutting down system in Chinese locales

When gdm is shutting down or restarting the system, a hint will be shown
in the VT terminal. However, most users' systems could not show Chinese
characters in the VT terminal. The unreadable codes are shown in such
systems. It is better to show the English hint in such situation. The
patch is attached. Please apply. Thanks.
