Bug#562082: libgweather-common: Sugar Land is no longer listed in 2.28.0 weather

Sugar Land has always been a searchable name in the list on the weather app.
Considering how fast this city is growing it seems odd to drop it from the
list. Now one has to use a city 10 miles away for expediancy.
If this falls under another bug then my apologies.
