2.24 currently lies in experimental because sid is frozen.

Even without gnome-settings-daemon running, you can make accelerators
configurable by setting the gtk-can-change-accels GTK+ property (through
Xsettings or .gtkrc-2.0).

Not everyone in the upstream bug report seems to disagree with you, so
