First of all, please open a new bug when you report a new issue.
When you report such issues, please make sure to include a backtrace. To
do so, install the debugging packages (at least gnome-panel-dbg and
libgtk2.0-0-dbg) and, when the process hangs, attach to it in a
terminal:
$ gdb /usr/bin/gnome-panel $(pidof gnome-panel)
...
(gdb) thread apply all bt full
and send us the output.
