Bug#510632: gdm restart does not restart all instances of gdm

Package: gdm
Version: 2.20.7-4
Severity: normal
*** Please type your report below this line ***
This is a dual seat system. Part of the gdm.conf is shown below.
In the past (Sarge) I've used /etc/init.d/gdm restart to do a
clean restart to test changes to gdm.conf or xorg.conf.
Now, if I do that, the instance of gdm that is running on the
"second set" is not restarted.
Example:
The system has two seats. The first seat has the flexible server
running and typically three users are
logged in. The second seat does not have the flexible server and only
one user can log in.
Here is a ps command given before the restart:
jack at lucy:~$ ps -F -A |grep gdm
root 3231 1 0 3299 1540 0 Jan01 ? 00:00:00
/usr/sbin/gdm

jack 19029 19023 0 515 648 0 16:20 pts/0 00:00:00 grep gdm
jack at lucy:~$
Then from an ssh connection, su to root and type /etc/init.d/gdm restart.
This is the result a few seconds later:
jack at lucy:~$ ps -A -F |grep gdm
root 3235 1 0 3394 3040 0 Jan01 ? 00:00:01

servers usually run on consoles 7 and higher.)' 16 70
jack 19139 19132 0 515 644 0 16:28 pts/1 00:00:00 grep gdm
jack at lucy:~$
Processes 3235 and 3240 which are gdm and X on the second seat, are still
running, and in fact the screen that is showing them is not affected by the
restart.
I have found that it is impossible to do a clean restart since if any of
of the processes is killed, gdm automatically restarts it - so you can never
start over in the state where no X servers are running. This ia real
problem since the only way to fully test the configuration files is to
reboot (gross!)
Here's a piece of gdm.conf showing how the system is set up:
[servers]
# VT7 Layout Seat2
0=First
# VT7 Layout Seat1
1=Second
# Also note, that if you redefine a [server-foo] section, then GDM will
# use the definition in this file, not the GDM System Defaults configuration
# file. It is currently not possible to disable a [server-foo] section
# defined in the GDM System Defaults configuration file.
