The actions available in the menu are extensible with Nautilus scripts:
	http://g-scripts.sourceforge.net/

However what you are looking for is more an always accessible menu with
a list of favorite applications. We have some such ways to do that in
Debian, for example gnome-main-menu.

Otherwise, unless you can come up with a use case that would justify
extending the context menu on the desktop, I seriously doubt developers
will accept such a change.
