Bug#509823: epiphany-browser: Epiphany always downloads in the /tmp/ folder no matter where I tell it to download!

It all depends on whether an application is started to open the
downloaded file.

If you explicitly download the file (right-click+download), or if the
MIME type isn’t known, it is downloaded to the configured directory.

If an application is available to open the file, it is downloaded to a
temporary directory and open from here.

From what I understand, you’d like the file to go to the same place in
both cases; I’m not sure what to do, since there are valid arguments to
do either this or what is done currently.
